The app will detect when you switch your device on and off and calculates the usage time. (It relies on background tasks to do this - which are not always allowed to run depending on your Windows version and configuration. But the app will tell you if something needs to be configured.)
None of the recorded data is currently transmitted anywhere. The app might support data synchronization in the future, thus the Internet capability required by the app.
