In 1941, 800 Romanian-Jewish refugees aboard the Struma were stranded when the boat's engine failed. Refused passage by the Turks, the boat was at Black Sea where it was fired at by a Russian submarine. In 2000, divers try to find the watery grave of the Struma passengers. Suddenly, contemporary politics mirror events of 1941 and the divers find themselves entangled in a sixty-year-old cover-up.
